As noted in the Introduction section for 8/10-811-16, this site was hacked and erasures occured . I reported this to a duty agent at the Chicago FBI office.
A knowledgeable source interested in C228 asked me the following question;" Are you trying to get the U.S. Constitution amended or do you want a separate Constitution that adresses only Black concerns?" The source also indicated that to form a Constitution one would have be a seperate country. The source further noted that my reference to certain Native Americans having Constitutions was result of their being recognized as "sovereign nations" by the U.S. government as result of the historical interaction between the two nations.
In the case of Cato vs. U.S., the plaintiffs brought suit against the U.S. government seeking compensation for historical and ongoing injustices perpetrated against African Americans. The court though acknowledging that there might have existed similarities of experiences between Native American and African Americans in dealing with the U.S. government, there were in the courts opinion, contrasting and uncomparable differences. The court wrote:
..."there is nothing in the relationship between the
United States and any persons, including African
American slaves and their descendants, that is
legally comparable to the to the unique relationship
between the United States and Indian Tribes...
because of specific treaty obligations and a network
statutes that by their own terms impose specific duties on the government"... Cato vs U.S.
I agree that the relationship between the U.S government and the historical Indian Nations was unique. The reason that no other realtionship is legally comparable between the U.S government and American Indians, is perhaps due to the fact the government chose not deal legally with others as they did with Native Americans. However, the U.S government might have legally indirectly dealt with blacks (black Indians enslaved by Indian tribes- See Treaty With The Choctaw and Chikasaw 1866) in it's treaty(s) with Native Americans. The historical mistreatment of African Americans is just as egregious when placed in its proper perspective;
1. American Indians were indigenous to the land. Blacks were kidnapped and hurled into a world of unrecognition, unfamiliarity, and fear- without cure.
2. American Indian lands provided commodity resources, blacks provided labor resources, a worth that is imposssible to tally.
3. American Indians in many instances were able to preserve their respective cultures, while blacks lost their national and personal identities ( some knowledge of which might be traced via today's resources e.g. ancestry.com).
4. Black soldiers volunteered and were conscripted- forced to join Union and Confederate militaries during the Civil War. There were no other groups forced to defend the two flags during this war as were blacks.
5. The American Indians were given recognition of "sovereignty" and renumeration ( compensation). Blacks were freed via the 13th Amendment coupled with uncompensation and a deferred enforcement of protection of Constitutonal Citizen rights ( Plessy vs. Ferguson circa 1896).
6. Congressional ratification of Native American Constitutions ( self-governing laws on their lands) vs implementation of Jim Crow laws, black codes, and other social norms to which blacks were subjected.
The United States Government has brought an action on behalf of others in matters to cure injustices, e.g. bringing suits against others on behalf of Indian tribes, regarding reparations for Japanese Americans held in internment camps during World War 11 ( reparations "not awarded as damages but enacted into law in the Civil Liberties Act of 1888..."). Cato vs U.S. Blacks were not interred in concentration camps but were held on plantations and abused in many cases.
The point here is that American black citizens should enjoy the right to a non-subversive, non-treasonous Constitution, as should other nationalities, if their Constituitons promote current and future comprehensive well-being and preservation for their respective peoples.
Should there be any legal challenge to the existence of C228, then we have the option of seeking that the right of African Americans to enjoy a Constitution be made an Amendment to the U.S. Constitution that would allow all nationalities the same right. Historically, there have been 27 amendments to the U.S. Constitution.
C228 has not been challenged as a Constitution from African Americans, as this document provides standards and/ or codes of human conduct for black communities e.g. charity, self-reliance (in conjunction with a primary need for GOD's blessings), unified endeavor for positive change, recognition of our churches and church leaders as GOD's annointed, health, voting accountability, etc. There is nothing in the document that is subversive or treasonous to the U.S. government, but rather proceeds upon a road to assist in the spiritual, economic, and social regeneration of America's black communties.
7/5/16- A Temporary Constitution-By Laws for U.S. black community; (hereinafter known as "C228") ( i.e. 228 years after the ratification of the U.S. Constitution in June of 1788). The beauty of this document is that it allows the issues facing blacks in America today, to be simultaneously incorporated into the language of the Constituion and thereby serving as proof in some cases, as a national position taken by African Americans e,g. that the vast majority of African Americans do not condone violence as a national position and viewpoint.
,the black descendants of Africans and ctizens of the United States, for the purpose of promoting the general welfare of our people, while further taking advantage of the opportunity for self determination and economic growth enter into this Constituion and By-Laws for U.S. Black CommunitIes, our document being subservient to the Constitution of The United States Of America.

(a).Many African-Americans identify with the green, red, and black Pan-African FLAG.(
b).Black people have a black national ANTHEM“ lift every voice and sing“...
(c). Black people in America must have our own “living and breathing“ CONSTITUTION, which allows for evolving and adaption to contemporary times. An example of the U.S. Constitution adjusting to contempoaray times as follows; The U.S. Constitution stipulates that no debts be paid by the government except... “but gold and silver Coin a Tender in Payment of Debts“... Article 1, Section 10, paragraph 1. The general public receives payments from the government by check in many cases, or direct deposit ( I’m assuming the deposit being backed by gold), not in gold and silver.
(d). Native Alaskans ( formerly Eskimos), and Native Americans living on reservations have their own " sovereign" constitutions. ( They provided the land; African Americans provided the labor).
The United Negro Improvement Association (UNIA) has a Constitution and By-laws that were instituted in 1918 and with the purpose to uplift black people worldwide being one of it‘s many objectives. The scope of our Constitution ( i.e., our 2016 document for black America) is narrower, and addresses more closely those spiritual, economic, social, and civic issues facing blacks in America, with consideration for black people worldwide to be sure. Article XIV, Section 7:1 of the United Negro Improvement Association reads“ ( The African Redemption Fund) „ The parent body shall be empowered to raise a universal fund from all Negroes for the purpose of the redemption of Africa... Every member of the Negro race shall be asked to contribute to this fund asum of not less than $5.00“... Article XIV 7:4 reads,“ The purpose of the African Redemption Fund shall be to create a working capital for the organization and to advance the cause for building up Africa“.
The Incomes and Revenues , Article 4 for our 2016 Constitution below , requests that all black community residents as well as all black churches donate $10/mo. into a general “community chest“ in order to advance the objectives of our corollary agenda associated with this 2016 Constitution, the National Black Churches-Black Communites Economic Enterprise. The use of those revenues will be focused primarily with U.S. objectives for black communities in America; voting, business creation, violence and unemployment reduction, reaffirmation of church leadership, etc.
These objectives require a distinct and seperate Constitution with the ability to “live and breathe“, and thus adapt to the diverse problems affecting today’s black communities in America.Many black people did not elect to use the right of franchise and vote in certain states in the last election in America. A Black communities Constitution calls for 90% black voter registration and 90% black voter participation ( per city and state) as a matter of THIS/OUR CONSTITUTIONAL COMMUNITY ACCOUNTABILITY. Our requests on a personal basis are not enforceable as are some mandates from the U.S. Constitution , or Constitutions on Indian reservations with both having the authority enforce penalties for non-complinace to their respective Constitutions.
The Constitution 2016 for black communities serves as a benchmark and threshold evidence of our determination to be contemporaneously diligent, taskful, and historically responsible for life in our communities todya and for our posterity. We need to have our Constitution ( agenda) in WRITING, ON PAPER with a request that HIGH HONOR and personal accountability be given to it’s purpose, now and for our posterity as an Archive. It has to be ON PAPER and widely disseminated is what can help bring about change.
ARTICLE 1.... NAME
The name of this endeavor shall beNational African American Constitution –By-Laws.
Article 2.... BOUNDARIES
The boundaries of this Initiative extend to those communties within the borders of the United States, and where desendants of Africans now reside.
Article 3... MEMBERS
Section 1.(a) All persons of African descent whose name currently appears on U.S. census rolls.(b) All persons having African-American blood through ancestral-intermarriage with a black man or woman ( father or mother).
Section 2.The American black community recognizes diversity in langauge, culture, ideologies, interests, and other social environments. We ask that black non-citizens be made aware of the Initiative national agenda, so as to better integrate their economic and social activities with those of the black community if they desire. This will in turn enhance their short, long term, or permanent stay while in the U.S.
Section 3.
All residents of the black community must be civic minded as to share the responsibilty of ensuring that our communities are clean, safe, spiritually focused,politically active, economically wise, and socially tolerant. is the hallmark of uniform behavior within our communities.
Article 4. Income and Revenues- The Four (now 7) Prong Agenda.
( August 2016, which has been enhanced to include "Dollar Funding" as a means to economically revitalize U.S. Black communities; (a). Donor dollars ($1)from patrons of barbershops and salons into a national community trust fund;
(b)..Weekly Dolllar donations from church parishoners after paying their tithes and offerings.(c), dollar donations from the general public.
1. All incoming revenues and expenditures will be posted online at times for membership monitoring.
2. Our goal is to increase the number of black businesses in order to encourage entreprenuership and sustain a business presence in black communities where currrent numbers for black businesses In Chicago for example, and perhaps nationally, are down.
3. Black community residents will be asked to donate $10/mo. into a general community fund in order to advance the objectives this endeavor.(Prong # 1)
4. Black churches will donate $10/mo. into a general community fund in order to advance the objectives of this endeavor.(Prong # 2)
5. In progress is a book being written and to be donated for this endeavor, with all book sales revenues going to advance the objectives of this endeavor. (Prong # 3);
6. Business investment is possible if it can further the objectives of this endeavor. (Prong # 4)
7. Black community residents who are able shall donate one personal short story, testimony, or viewpoint , so as to create a perpetual stream of book literature sales to this endeavor, this request being similar to that of a goverment taxation so as to keep government coffers able to fund the nation’s business.
Article 5; Amendments to the Constitution
Requests to amend the Constitution can be presented, however, to forestall a barage of moot or frivilous requests, the Amendment Committee will only prioritze two requests per month, and these requests to amend must be of such a nautre as to affect the entire black community.
Article 6: Community Philanthropy Set Aside
To build the character of the black community, it is asked that residents set aside a small monthly sum to be givin to the poor and homeless, particularly during the festive and meaningful months of November and December; shelters, organizations, and in person given out on the street, or in whatever manner you choose to give.
Article 7: Historically Black Colleges ands Universities Annual Launch.
Historically black colleges and universities produce most of our black doctors, lawyers, and educators. Knoxville College had only 11 students enrolled last year and had to close its doors for a semester. $20 dollars from 5 million black people would generate $100 million dollars. Business investments to generate revenues for black colleges should be our endeavor.

Article 8: Health and Longevity
All persons shall endeavor to employ proactive ( looking to prevent) measures to prmote good health, and healthy lifestyles when possible, as helth so affects the lives of the individual, families, and communities and the nation, spiritually, economically, socially, educationally, and civically.
Article 9: Both the Annual (funding) Launch for The Black Churches Business Endeavor and the Annual ( funding) Launch for Historically Black Colleges and Universities should be supported in toto by each group- Churches support HBCU's and HCBU'S support Church business initiative, as a matter of "C 228" national agenda.( We recognize the two entities have been supporting one another all along).
Article 10: The National position of the vast majority of African Americans is that we do not condone violence, unequivocally and without discussion.
Article 11: The nationwide Annual Million Father March shall be recognized as an Article within this Constitution in order to promote family and community bonding between all components of society.
Article 12: The African American community within these United States shall progressively increase in our duty and knowledge in preservation of the environment as a global concern.
Article 13: A Black communities Constitution calls for 90% black voter registration and 90% black voter participation
(per city and state) as a matter of THIS/OUR CONSTITUTIONAL COMMUNITY ACCOUNTABILITY.
Article 14: Implementing a sustainable Age of Responsibility Initiative-Agenda for America's at risk age Black children, (et. al.); Read in entirety in category column section of this website.
Purpose: To convene parents/guardians who have at risk age children who are approaching or at an age at which they must be told and made to understand of their responsibility as result of their acts and their roles as future members of the black community, and to begin archival documentation of the call for the determinate numerical ages for this group of black youth and to simultaneously inform parents-guardians of nationwide black Agenda initiatives.
Mission:To use the aforenoted forums (consisting parents/guardians, educators, clergy and law enforcement), and initiatives to buttress and further the hopeful success of a comprehensive black community unification project, and to provide a means to sustain such forums throughout the history of the black community.
Article 15:
(A).To propagate within the black community an interest in global non-nuclear proliferation and to include in this global awarenessa call for global forums (dialogues) that include long life extension research and other medical break- throughs that are enhancing the physical well-being and quality of life , as (a) nuclear non-proliferation and (b)longer living and quality of life are subjects that are inherently related, and to provide a global website that hopefully will somehow allow the message of peace and longer and enhanced living to find its way into citizenries of countries whose intent is to shield such valuable information from the populaces of dictatorships and other repressive regimes( See
1. The church communities are (should be) inherent seekers of peace based upon the blessings given to those who seek peace from Jesus who proclaimed, " Blessed are the peacemakers"...
(B). To allow the interest of America's black communities in global non-nuclear propliferation to mirror the need for calm, peace, and non-violence in black communities across the America and elsewhere. After all, national economic, social, and political agendas mean nothing when compared to the nightmare of nuclear attacks upon living creatures of all kinds.

Article 16, new addtion to C228, the Constitution For African Americans, is to forever in this earthly existence, have within the black American community The "US" Army which is a committment from black men united as a group, to be the inherent and intended leaders of their homes and communities and to affix this united committment as a permanent spiritual and social legacy and heirloom-our gift to our posterity.
Addendum 6/23/17- A portion of revenues generated from The "US" Army revenues will be used to fund burials for families who lack the means to bury their dead and loved ones. This consideration should be a nationwide group endeavor on the part of American blacks.
